In a large bowl, dissolve the lemon gelatin in the boiling water, stirring until completely dissolved.
Stir in the sugar and lemon juice until well combined. Refrigerate until the mixture is slightly thickened but not fully set, about 30 to 45 minutes.
Meanwhile, combine the crushed vanilla wafers and melted butter. Press the mixture evenly into the bottom of a 9 x 13-inch baking dish to form the crust.
In a separate large bowl, beat the chilled evaporated milk with the salt on high speed until light and fluffy.
Gently fold the whipped evaporated milk into the slightly thickened gelatin mixture.
Spread the filling evenly over the prepared crust.
